Prioritization of Districts in terms of Disaster Preparedness Planning: A Case Study for the Expected Istanbul Earthquake

Preparedness is the second among four phases of disaster management after mitigation. In big cities with a crowded population like İstanbul, development single holistic preparedness plan would be too complex. At this point, prioritization districts needed because existence limited amount available resources (time, staff, money, etc.) stage. This decision can affected by several factors, so defined as multiple criteria decision-making problem. The main aim in paper to develop an analytic approach obtain priority rank city for development. To do so, hybrid model based on SWARA (Stepwise Weight Assessment Ratio Analysis) and WASPAS (Weight Aggregated Sum Product Assessment) proposed. A case study earthquake planning İstanbul presented demonstrate applicability proposed model. Obtained results helpful policy making volunteer organizations, municipality, government level.
